Survey into Barriers and Enablers for Progress
In order to help the Civil Service better understand the barriers and enablers for progress (particularly those experienced by "traditionally disadvantaged groups and those under-represented") we conducted a wide reaching survey by questionnaire to over 3,000 employees and held 1:1 discussions and focus groups involving a further 60 civil servants between August and November 1998.
We aimed to identify a set of recommendations that had broad support and were considered feasible by those whose shaped the polices and which were in line with the longer term requirements of the Civil Service. In our recommendations we helped the client ensure that they did enough to set direction and appropriate expectations from the centre whilst leaving enough scope for local ownership and drive within the departments.
